James Madison's paper, the Federalist#10, is very important in outlining the balance of power between majorities and minorities. A strong union is important in controlling harmful factions because it can be thought of as a republican prescription for managing the disease called factions. Representative government is needed in large countries such as the United States, not to protect the people from the tyranny of the few, but to guard against the rule of the mob.
