If one uses as measures of social welfare, the number of telephones, infant mortality, proverty, number of doctors per hundred thousand inhabitants, education expenditure or almast any of the other indicators, the picture is again one of persistent disparities, with the Atlantic region trailing on almost all counts and Ontario just as consistently leading.
