In the 1980s, there was no lessening of tensions, but also no
serious move toward armed confrontation. North Korean President Kim
IL Sung offered a unification plan that was rejected by South Korea. Kim
also berated the United States for a plan to install medium range nuclear
missiles in the South. But he renewed his call for a peace treaty with the
Americans, probably desiring to decrease his dependence on the Soviet
Union and China.
