After the Civil War, there were many problems left to be solved. Thousands of land and many transportation means were destroyed, millions of soldiers diminished, the Southern economy was ruined, freed blacks who have no idea what to do with their freedom, rise of tension, and lower morality were the results as well as the problems left from the war. And finally there was the Whiskey Ring Scandal where many officials in the Treasury tried to avoid the high tax made after the Civil War on whisky by receiving tax stamps at a fraction of their face value. With these scandals occurring during the Reconstruction, finance was scarce. The Radicals gave up hope in their plans and left the South and the Blacks on their own. By 1877, the Reconstruction has ended and failed.
