Capital Punishment does not only lower the murder rate, but its value as retribution alone is a good reason for handing out death sentences. The most severe of all sentences is the death penalty. Men and women could feel safe jogging or doing errands at night. Single women would feel safer in their homes. Also, parents would feel safer letting their children play in the yard or at a park.
