In conclusion, Hammurabi, said to be the greatest leader of Ancient Mesopotamia, laid out a set of laws which emphasizes retribution as a form of punishment ("an eye for an eye"). It is my belief that Hammurabi was a just ruler who took into consideration all things that affected his people.
