The reforms that occurred in the 19th century were for the expansion of democracy. The groups of people who fought for reform based their proposals on the democratic ideal of equal rights. The reforms of education, women's rights and mental health all claimed to this promise. They all supported that people should have the same opportunities, treatment and fairness. These 19th century changes had a deep impact in affirming the basic rights of the people.
